This set may doesn't do much, but it's still fun to manoeuvre it. The only play feature we get is that you can pull the cable for the hook in and/or out. It's a good addition to any LEGO® city for sure.
All in all, this set is a great set and I would HIGHLY recommend you to get this. You can find this set on eBay and BrickLink for sure.
